Accessibility statement

This accessibility statement applies to the web application KERN Katalog (hereinafter “the application”) published at https://katalog.kern-ux.de.

The responsible bodies, in joint sponsorship, are:

Land Schleswig-Holstein, vertreten durch den Ministerpräsidenten des Landes Schleswig-Holstein, Staatskanzlei – Zentrales IT-Management

and

Freie und Hansestadt Hamburg, Amt für IT und Digitalisierung, Senatskanzlei Hamburg (ITD).

The Land Schleswig-Holstein endeavours to make its websites and mobile applications accessible in accordance with the provisions of the Landesbehindertengleichstellungsgesetz (LBGG) Schleswig-Holsteins and the accessibility requirements pursuant to § 3 paragraphs 1 to 4 and § 4 of the Barrierefreien-Informationstechnik-Verordnung (BITV) transposing Directive (EU) 2016/2102.

As a public-sector body within the meaning of § 2 of the Hamburgisches Behindertengleichstellungsgesetz (hereinafter “HmbBGG”), the Freie und Hansestadt Hamburg endeavours to make its websites and mobile applications accessible in accordance with the provisions of the HmbBGG and the Hamburgische Barrierefreie Informationstechnik-Verordnung (hereinafter “HmbBITVO”) transposing Directive (EU) 2016/2102.

The accessibility requirements arise from § 1 HmbBITVO in conjunction with § 3 paragraphs 1 to 4 and § 4 of the federal BITV, which was enacted on the basis of § 11 HmbBGG.

Compliance status

The assessment of compliance with the requirements is based on an evaluation carried out by Dataport AöR in January 2026 according to the requirements of EN 301 549, version 3.2.1, and the BITV 2.0 in respect of § 4.

On the basis of this review, the application is partially compliant with the requirements mentioned above, owing to the deficiencies listed below under “Non-accessible content”.

The review considered, among other things:

• full keyboard operability (including “skip to main content”, dialogs with focus trap, focus return and closing with Esc, toggling the rich-text editor, no keyboard traps)
• a visible keyboard focus on interactive elements (including result cards)
• a meaningful document structure (exactly one banner landmark, main, contentinfo, and one h1 heading per page)
• correct programming of form fields (labelling, error messages via aria-invalid/aria-describedby)
• sufficient colour contrast in light and dark themes
• correct declaration of the page language (lang) for German and English content
• presentation and operability on mobile views

Non-accessible content

The content listed below is not, or not fully, accessible for the reasons given:

1. User-generated entries in the catalogue. Entries are created by contributing individuals and organisations. Content they provide — in particular uploaded images (including alternative texts), Markdown descriptions and linked external resources — may contain barriers that are outside our direct control.
   Reason: disproportionate burden and/or third-party content that was neither financed nor developed by the responsible body and is not under its control (Art. 1(4), Art. 5 of Directive (EU) 2016/2102 in conjunction with § 3(1)–(4) and § 4 BITV).
   Alternative: please contact us through the options given below — we will provide the information you need in an accessible or alternative format.
2. Reduced motion (prefers-reduced-motion). The “reduce motion” system setting is not yet fully evaluated; individual transitions/animations are therefore not suppressed.
   Planned remedy: implementation of a global reduction of non-essential motion.
3. Testing with assistive technologies. Some areas have not yet been fully tested manually with screen readers (e.g. NVDA, JAWS, VoiceOver). Individual outputs (e.g. dynamic status messages) have not yet been conclusively verified.
4. Embedded and linked third-party content. Separate accessibility statements from the respective providers may apply to embedded or linked third-party offerings (including the feedback widget as well as external websites such as the KERN documentation).

Preparation of this statement

This statement was created, or last updated, on 09/07/2026.

The assessment is based on a review carried out in January 2026 by Dataport AöR according to the requirements of EN 301 549, version 3.2.1, and the BITV 2.0 (§ 4). In addition, the application has been continuously reviewed through a combination of:

• automated tests with axe-core (rule sets WCAG 2.0/2.1/2.2 A and AA, “best practice” and EN 301 549) across all pages of the application in German and English, each in light and dark themes and in the desktop and mobile views, and
• manual tests of keyboard operation, focus order and visibility, landmark and heading structure, and the behaviour of dialogs and interactive components.

The application was last reviewed on 09/07/2026.

Complaints procedure for Schleswig-Holstein

The complaints body’s task is to resolve accessibility conflicts between people with disabilities and public bodies in Schleswig-Holstein. The aim is not to find winners or losers, but rather to find a solution to a problem jointly and out of court with the help of the complaints body.
